Those look like Japanese Beetles to me. I didn't know they would eat milkweed but they will happily destroy most plants.
I've since learned that these black and orange bugs are called, appropriately enough, milkweed bugs. I have Japanese beetles too but they have an iridescent green head. Thanks for the guess!
